Ly Pham, former city manager Niki Andersons chief of staff, and Indigenous relations director Audra Young each filed a civil lawsuit on July 4. Both plaintiffs are represented by McKerscher LLP.
Phams contract spanned from March 1, 2023 to Feb. 29, 2028 while Youngs was inked to span Feb. 7, 2022 to Feb. 5, 2027.
Both out-of-scope employees were terminated on April 30, 2025, the day after Anderson went on an indefinite leave of absence. Andersons contract was subsequently terminated without cause during a July 30 city council meeting.
Their statements of claim, which have very similar wording, allege that the city breached the fixed term-employment by terminating Pham and Young without providing [them] the employment remuneration and other employment benefits [they] would have otherwise received during the fixed term of [their] employment contract.
Both parties are seeking damages from the city for terminating their fixed-term employment contract in an amount to be proven at trial.
The Regina Leader-Post reached out to the lawyer for Young and Pham, who said his clients had no comment at this time.
The City of Regina said in a emailed statement that it was aware of the lawsuits.
The City has no further comment as the matter is before the Court, the statement said.
The lawsuits come amid a period of tumult at city hall. Since 2022, eight senior-level employees have left the City of Regina. During the same time frame, the Regina Exhibition Association Ltd. (REAL) board of directors was removed and REAL CEO Tim Reid was fired.
